CCS Enables Introduction of Landmark Climate
and Energy Bill

Washington, DC August 2018 – During the past 18 months the Center for Climate Strategies (CCS) has provided policy design guidance and impacts analysis of several possible design and implementation approaches of a carbon-tax proposal for the District of Columbia for consideration by the Mayor’s Office, City Council, and a coalition of local stakeholder organizations from business and civil society. On July 16, members of the Council introduced the Clean Energy DC 2018 Act, an omnibus approach that will proceed through local and congressional committee processes toward approval and adoption. CCS will continue to support development and refinement of this bill through the committee process. 
 
The significance of this bill is high.  As introduced, it would contain the most aggressive Renewable Portfolio Standard in the nation (seeking 100% renewable electricity by 2032), require direct clean energy purchases for most residential electricity, establish energy-performance standards for all large commercial buildings, and would aggressively fund other DC programs such as its just-created Green Bank and its Sustainable Energy Utility.  In concert with the Green Bank and other proposals also before the council, the bill has the potential to exceed the District’s goal of 50% reductions by 2032. 
 
CCS looks forward to continuing its technical-support and policy-design roles in direct engagement with the Council, city agencies, and stakeholders, including utilities and property owners, as the city seeks to lead the nation and the world on the road to a low-emissions future. The bill is scheduled for a first hearing before the Transportation and Environment Committee on September 24th, 2018.
