Merry Christmas!
Merry Christmas and Happy New Year from everyone at Haddenham Parish Council! Whilst Christmas may look a little different to usual this year, however you celebrate, we wish you a wonderful holiday season.
Over the festive period, staff will be taking a break from Wednesday 23rd December 2020 - Monday 4th January 2021. The staff email addresses will not be monitored during this time and the phone will be forwarded to a mobile so please only call for urgent matters. We will endeavour to respond to any messages received as quickly as possible on our return in the new year.

Covid-19 Support Available
Following the end of lockdown, Buckinghamshire has entered tier 2 restrictions. Whilst this is a challenging time for many, there is support out there for those who need it.
Support available to Haddenham Residents
The Parish Helpline is still open for those who need help with accessing groceries/medication whilst self-isolating. For help, please contact us on help@haddenham-bucks-pc.gov.uk. Those without internet access can call 07760 458079. Please leave a message and someone will get back to you as soon as possible. To help us deal with requests as efficiently as possible, please use the email address if you are able to do so, including ‘Help’ as the subject title.
Local Emergency Support Payment - This is intended to cover urgent short-term emergencies (i.e. no immediate food, no heating or lighting) through the use of food banks, food vouchers, and utility meter top-ups. Those unable to access the website can call 01296 382414 for more information and to apply.
Bucks Business Grants – if your business has been badly affected by the second national lockdown then you may be eligible for one of two grants provided by Bucks Council. Applications close on 18th December 2020.
Test and Trace Support Payment – If you have been told to stay at home and self-isolate by NHS Test and Trace, either because you have tested positive for coronavirus or have recently been in close contact with someone who has, and are unable to work from home then you may be eligible for a support payment.

Village Hall Refurbishment
We are pleased to report that work is progressing at speed. The urgent repairs to the flat roof have been completed and the scaffolding is now being taken down.
Internal reconfiguration work to the former day-care centre is also complete, including the removal of the 2 central columns and replacement with a supporting beam. Work is underway on the electrics and the plumbing, and external work has begun on creating a new entrance for the new Parish Council Office and relaying the whole of the external paved area.
The former lounge area will be transformed into a modernised meeting room, available for public hire.
The Village Hall Management Committee is also undertaking essential maintenance work on the remainder of the hall. The old boilers serving the foyer and kitchen are being replaced, and work is almost complete. The new boilers will be more efficient, meaning lower costs and carbon dioxide emissions. The opportunity to improve safety levels has also been taken and a gas cut-off valve has also been installed.
The Walter Rose room has also had a makeover. It has been completely redecorated, fitted with energy- efficient LED lighting and the heating has been upgraded.
New, more efficient, radiators have been installed in the kitchen and toilets, too.

Budget and Precept Setting 2021-22
Haddenham Parish Council will be reviewing its budget and precept for 2021-22 at the upcoming Finance and General Purposes Committee meeting on 7th December 2020. The recommendation from the committee will then be put to the Full Council for consideration at its meeting on 14th December 2020.
The public are welcome to attend council meetings, so if you’re interested in how the Parish Council sets its budget and where it spends its money, then why not come along?
All meetings are currently being held by zoom. To join the meeting, please follow the zoom link found in the agenda for the meeting, available on our website 5 days in advance. Registered electors of the village wishing to join the meeting can obtain a password for the meeting by emailing the Parish Clerk up until 5pm on the day of the meeting.

The Haddenham Hamper website has been set up by the Parish Council to help residents place orders with retailers in the local area by providing information about local shops and what they have on offer in a single place.
The website has been built and is maintained by local company, Snapper Media.

Planning Update
It has been a busy time for the planning committee with several important applications affecting Haddenham of late.
Haddenham Parish Council is not the planning authority, so it doesn't make decisions on applications - this is the role of Buckinghamshire Council. However, the Parish Council is consulted because of its local knowledge and works hard to consider the impact of the applications on the village and provide comments that draw attention to any local issues.
Some of the larger applications we have considered recently are:
The Green Dragon - the application for change of use to a residential dwelling went to appeal on 18th November 2020 after it was refused by Buckinghamshire Council. The application was also opposed by the Parish Council.
Any comments already made on the planning application will be forwarded to the Planning Inspectorate. To submit any further comments, 3 copies should be sent to the Planning Inspectorate (quoting Planning Inspectorate Ref: APP/J0405/W/20/3260807) within 5 weeks of the start date of the appeal.

Land West of Aston Road - Dandara has submitted an application to erect 85 dwellings. This constitutes an increase to the total number of homes previously approved at outline permission stage by 32. A representative from Dandara was invited to the most recent planning committee meeting on 23 November 2020, where members of public were also invited to contribute. The Parish Council is currently in the process of putting together its response.
Land West of Churchway - Outline planning permission was granted for the erection of 273 homes in October 2020. Since then, the Chair and Clerk have met with representatives of Redrow Homes (who have purchased the land) to raise concerns about the lack of a noise buffer on the site boundary with the business park. Environmental Health have now visited the site and a noise model is being prepared. The Parish Council has also followed up on the footpath connection through to the Airfield, as well as pedestrian links on the southern side, which are being catered for. The Parish Council has also been advised that the density in the southern corner will be improved, with more 1 & 2 bed houses and fewer apartments.
Land South of Lower Road - The application for the erection of 43 flats and houses with a proposed new access off Lower Road has gone to appeal for non-determination. The time frame for submitting comments has now passed. The Parish Council strongly opposed the application and Buckinghamshire Council also responded to say it would have refused the application had it been in a position to issue a decision on the case. We await a decision on the appeal.

BMX Track Refurbishment
We are pleased to say the annual maintenance for the much loved and used BMX track at Woodways Recreation Ground was successfully completed in November.
As you can see from the pictures (the before shot is on the left!) the refurbishment has made a real difference and should ensure that the track remains in good condition for residents to enjoy for another year.

Buckinghamshire Council is inviting feedback on a range of issues affecting the county. To have your say, complete the following surveys:
Home to School Transport Policy - Bucks Council is currently reviewing how it provides student transport to schools and other education settings. The online consultation on proposed changes is open until Monday 7 December 2020.
Countywide Traffic Regulation Orders Consultation - In this statutory consultation you are invited to comment on 4 ‘consolidated’ traffic regulation orders (TROs). These replace numerous previous orders held under the former district councils' names. You have until 10 December 2020 to register your comments.
Draft Taxi Licensing Policy - The Policy sets out how Bucks Council proposes to regulate taxis (hackney carriage vehicles) and minicabs (private hire vehicles) across Buckinghamshire (excluding Milton Keynes). The online survey closes on 21 December 2020.
Aylesbury Gardenway - local residents, businesses and visitors are invited to take part in the design process for the creation of an 18-kilometre orbital park circling Aylesbury. A series of online community conversations, design sessions and exhibitions will begin in December.
