Thame Road Cycle Lane Update

Buckinghamshire Council has recently written to residents regarding the temporary advisory eastbound cycleway and 20mph speed limit that was installed on Thame Road, in October 2020, as a trial scheme through the government’s Emergency Active Travel Fund. 

The key points from the letter include:
  • The trial scheme has been extended until the end of August 2021.
  • The extension of the trial will allow for better understanding of usage during summer months and enable some wider work on walking and cycling opportunities in Haddenham.
  • Some of the existing advisory 20mph signage will be replaced and some wands removed in the Fort End area, following feedback received.
  • The segregation with wands around the House of Spice will remain as will the yellow lines introduced as part of the scheme.
  • The scheme remains temporary and Bucks Council will continue to use feedback to help tweak the scheme and to understand local views.

Are you ready for the 2021 Local Elections?
Local elections will take place on 6th May 2021, including elections for: 
  • Town and Parish Councillors across Buckinghamshire
  • Buckinghamshire Councillors
  • The Thames Valley Police and Crime Commissioner (PCC)
Information for voters
To take part in the local elections, you must be registered to vote. The deadline to register is 19 April 2021.

Voting will look a little different this year with social distancing and additional hygiene measures in place. If you would prefer not to visit a polling station then make sure you're registered for a postal vote instead.

Interested in becoming a Parish Councillor?
Are you passionate about Haddenham? Can you put the local community at the heart of decision making? Then why not apply to be a Parish Councillor in the May 2021 local elections...

What does a Parish Councillor do?
Parish Councillors work together to represent and serve the interests of the community. They are responsible for making decisions on the Council's policies and projects. Examples of some of the activities a Parish Councillor may be involved in include:
  • Attending Council and Committee meetings
  • Representing the Council at meetings of local organisations
  • Provision of services - street lights, benches, dog waste bins etc
  • Planning – commenting on planning applications, supporting the neighbourhood plan
  • Finance – budget setting, governance and accountability, risk assessment
  • Special projects – e.g. new community facilities, parking, speed monitoring.

You will need to be available on Monday evenings as Parish Council and Committee meetings are typically held every third Monday.

The public are welcome at Council meetings, so if you're interested to see how things work, feel free to come along. The next meeting of the Council is on Monday 29th March 2021 and will be held remotely by zoom. Contact clerk@haddenham-bucks-pc.gov.uk if you would like to attend.

To apply, you will need to complete the Councillor Nomination Pack. Hard copies of the nomination pack can be obtained from the Parish Council office by appointment.

Applications can be submitted from 22nd March 2021 when the notice of an election will be posted. See Buckinghamshire Council's Become a Councillor page  for details on how to submit your nomination pack. The deadline for nominations for the election is 4pm on 8 April 2021.

Planning a Litter Pick in Haddenham?
We can help! The Parish Council has litter pickers, bin bags and fluorescent tabards that can be borrowed free of charge by volunteers. We can also help dispose of the litter collected. Please contact clerk@haddenham-bucks-pc.gov.uk to arrange collection of equipment in advance.

Help Take Care of Snakemoor 
Unfortunately, we have seen an increase in littering at Snakemoor Nature Reserve in recent months. In particular, people have been throwing branches, sticks, and all manner of debris and litter into the pond. These items are highly likely to harm the wildlife that is being painstakingly encouraged to flourish in our pond and will take a great deal of effort by the Volunteer Group to clear. 

A primary aim of keeping the pond in a clean and natural state is to enable the important task of cleaning the pond of dense growths of invasive, bright green chickweed which is impossible when the pond is cluttered with material. Chickweed smothers the growth of normal pond weed and severely restricts the development of wildlife, such as newts and frogs.
Please help us take care of Snakemoor by taking your litter home with you and refraining from throwing objects into the pond. We are lucky to have our own nature reserve within the village and a wonderful team of dedicated volunteers who look after it. By working together, we can all help to ensure that Snakemoor remains a safe and pleasant place for all who use it, humans and wildlife alike!

Planning Update

Land West of Churchway
At the meeting of the Planning Committee on 15th February 2021, we were joined by 40 members of the public as the Parish Council's response to the most recent plans for Land West of Churchway (21/00215/ADP), also known as HAD007, was considered.

Planning Chairman David Truesdale had prepared a comprehensive review in advance and a detailed response was agreed, setting out the numerous objections that the Parish Council has to the application. Land South of Lower Road
The appeal (20/00059/NONDET)  for the planning application at Lower Road (19/02145/APP ), for the erection of 43 two and two and a half storey flats and houses, together with a proposed new access off Lower Road, has been rejected and planning permission refused. The Parish Council opposed this application and was pleased to see permission refused. 

Planning Process
Haddenham Parish Council is not the planning authority, so it doesn't make decisions on applications - this is the role of Buckinghamshire Council. However, the Parish Council is consulted because of its local knowledge and works hard to consider the impact of the applications on the village and provide comments that draw attention to any local issues. 

Bus Shelter Upgrades

Work to upgrade two bus shelters along Thame Road is underway this week.
The planned work includes replacement shelters and new real time displays.

Temporary lights may be in use at times.

Work should be completed by the end of the week.

Covid-19 Support Available

The Parish Helpline is still open for those who need assistance accessing groceries/medication whilst self-isolating or shielding. For help, please contact us on help@haddenham-bucks-pc.gov.uk. Those without internet access can call 07760 458079. To help us deal with requests as efficiently as possible, please use the email address if you are able to do so. We have lots of wonderful volunteers within the village, so please don’t be afraid to ask for help if you need it!

Thank You to Pharmacy Volunteers

We would like to say a big thank you to everyone who responded to the Parish Council's request for volunteers to assist JMW Vicary Pharmacy with managing queues and car parking for covid-19 vaccinations. We had a brilliant response from the community and as a result the Pharmacy were able to begin vaccinations on Friday 5th March 2021.

24/7 Mental Health Helpline for Bucks and Oxon - The round-the-clock helpline provides advice for those struggling with their mental health and emotional wellbeing.

Buckinghamshire Council's Helping Hand scheme - The scheme provides support with food and energy bills to the most vulnerable families.

Local Emergency Support Payment - This is intended to cover urgent short-term emergencies (i.e. no immediate food, no heating or lighting) through the use of food banks, food vouchers, and utility meter top-ups. Those unable to access the website can call 01296 382414 for more information and to apply.

Buckinghamshire Council Support for Businesses – If your business has been badly affected by Covid-19, Buckinghamshire Council's website has information on support available, including grants.  

Test and Trace Support Payment – You may eligible if you have to self-isolate and are unable to work from home and will lose income as a result. 

The ‘shielding’ programme is still in place. This means there is special advice for people who are classed as ‘Clinically Extremely Vulnerable’. If you are classed as ‘Clinically Extremely Vulnerable’ you can also register on the government’s website for extra help such as getting priority supermarket deliveries. Buckinghamshire Council can be contacted on 01296 395 000 if you have any questions about the ‘shielding’ programme.

Biodiversity Accounting Supplementary Planning Document Bucks Council is consulting on its plans to require relevant planning applications to consider biodiversity needs. Closes 19 March 2021.

Statement of Community Involvement(SCI) The SCI explains how Bucks Council will involve local communities during the planning process. It is divided into sections that include: Planning for the Future of Buckinghamshire, Neighbourhood Planning, Planning New Development and Dealing with Unauthorised Development. Closes 22 March 2021.

Aylesbury Gardenway Local residents, businesses and visitors are invited to take part in the design process for the creation of an 18-kilometre orbital park circling Aylesbury. Closes 26 March 2021.
