Dear friends and colleagues,

In the lead-up to B.29, the IEU kept busy finalizing its various outputs for B.29. One key deliverable was the rapid assessment of the GCF’s request for proposals (RfP), which was finalized and submitted in time for the 29th Board meeting. The IEU also engaged with various stakeholders on the key findings and recommendations of the RfP assessment in a virtual side event, which was held the week before B.29.

While none of the IEU items included in the provisional agenda were tabled during this Board meeting, B.29 was a successful Board meeting for the IEU with important implications for its work going forward. At B.29, the Board took note of the following decisions that were adopted between the 28th and 29th meetings: 

  • The Evaluation Policy for the GCF, which was the first policy document to be approved by the Board as a between board meeting decision, before B.29.
  • The launching of the Second Performance Review of the GCF, which will assess the progress made by the GCF in delivering on its mandate and the GCF’s performance in promoting the paradigm shift towards low-emission and climate resilient development pathways. This review will inform the process of replenishing the GCF for the next programming period (2024-2027).
  • The Amendment to the Evaluation Policy for the GCF: Updated Terms of Reference of the Independent Evaluation Unit, which describes the mandate given by the Board to the IEU.
In the coming months, the IEU team will be working on finalizing the independent evaluation of the GCF's approach to the private sector and the independent evaluation of the effectiveness of the GCF’s investments in the Least Developed Countries. The Private Sector evaluation will be submitted in time for B.30. So, watch this space for further updates!

IEU at B.29

IEU Virtual Side Event for B.29

Ahead of B.29, the IEU held a virtual side event on its recently concluded rapid assessment of the GCF’s request for proposals (RfP) modality. Watch the recording here.

It was attended by a wide range of stakeholders, including Secretariat colleagues, Board Members, advisors, AEs and PSOs.
During B.29, the GCF Board took note of the ten decisions adopted between the 28th and the 29th meeting of the Board, including the following three:
  • GCF/B.BM - 2021/07: Decision of the Board on the Evaluation Policy for the GCF
  • GCF/B.BM – 2021/11: Decision of the Board on launching of the Second Performance Review of the Green Climate Fund
  • GCF/B.BM – 2021/15: Decision of the Board on the amendment to the Evaluation Policy for the GCF: Updated Terms of Reference of the Independent Evaluation Unit

These three decisions will enable the IEU to advance its mandate and continue to achieve the goals set out in its 2021 Workplan.

Ahead of B.29, the IEU also submitted its activity report. The report covers the IEU's key activities for the period 1 January to 30 May 2021, in line with its Board-approved 2021 work plan.

The full report of the Rapid Assessment of the GCF’s Request for Proposals (RfP) Modality was also finalized and submitted in time for B.29.

Together with the RfP evaluation report, six other independent evaluations that had previously been completed by the IEU, listed below, were to come under the B.29 agenda item 16(c): Evaluations by the Independent Evaluation Unit. However, none of these evaluations were opened during B.29.

EVALUATIONS

In the last month, the IEU produced various products related to both on-going and completed evaluations.
For the independent evaluation of the GCF's approach to the private sector, we produced two more LabReports. Additionally, the evaluation team invites you to participate in an anonymous online survey: the objective of the online survey is to collect your experiences and views on the GCF's approach to the private sector.
For the independent evaluation of the effectiveness of the GCF's investments in the LDCs, we finalized the approach paper and translated the original English version of the approach paper brief into Spanish and French. For this evaluation, an anonymous online survey will also be launched soon to collect the views and experiences of relevant stakeholders. Please be on the look-out for a personalized invite with the survey link, and thank you very much in advance for your participation in the survey!

For the independent evaluation of the adaptation portfolio and approach of the Green Climate Fund, we produced a 4-page (GEvalBrief) and a 2-page (GEvalNote) summary of the full report.

COMMUNICATIONS AND UPTAKE

During B.29, the number of visitors to the IEU’s microsite increased by about 20%. In terms of geographic distribution, a significant portion of our users come from South Korea, the United States, UK, India and Germany. During this period, among the top ten most visited pages were: the B.29 Data Outlook blog, the page containing the IEU activity report, and the press release on the official launch of the Second Performance Review of the GCF. The IEU also utilized its array of social media channels to reach its stakeholders.

BLOG

In this blog written before B.29, IEU's Mutukwa Sikatala Ben Musole provides an overview of the projects that were presented by the Secretariat for the Board's approval at B.29. He also explains what the addition of these projects would mean for the GCF’s overall portfolio. Read it here!

MULTIMEDIA

The IEU produced a new video on the Independent evaluation of the adaptation portfolio and approach of the Green Climate Fund. Meet the team behind it and learn more about this evaluation. Watch it here!
The latest episode of "the Evaluator" podcast focuses on REDD+ and features two renowned REDD+ experts: Ms. Maria Garcia Espinosa, Senior Policy Advisor at Climate Law and Policy; and Mr. Pierre Guedez, Senior Climate Finance Specialist at the International Fund for Agricultural Development (IFAD).

Together with IEU’s Yeonji Kim as the moderator, they discuss a wide range of topics related to REDD+, including the GCF’s REDD+ results-based payment pilot, the Cancun Safeguards, and the future of the REDD+ mechanism as a whole.

IEU ENGAGEMENTS

On 24 June, IEU's Dr. Martin Prowse took part in the UN Behavioural Science Week event “Behavioural approaches for development and climate programmes”, hosted by the International Fund for Agricultural Development (IFAD). He talked about the potential of applying behavioural insights to IEU's Learning-Oriented Real-Time Impact Assessment (LORTA) programme

On 29 June, IEU's Yeonji Kim took part in the UN Summit Dialogue: "Local and global food security shaped by Northern agriculture".  She spoke briefly about the importance of food security and sustainable agriculture. She also spoke about an important finding on innovation in ‘software’ from the IEU’s independent evaluation of the adaptation portfolio and approach of the GCF.

IEU VIRTUAL TALK

The IEU on 22 July hosted a Virtual Talk on the topic of engaging the private sector in climate action and investments, featuring Ms. Esohe Denise Odaro, Head of Investor Relations at the International Finance Corporation (IFC). Watch the recording here!
