What’s New with the IEU

The IEU produced a number of new products related to its on-going evaluations:
For the Independent Evaluation of the GCF's Approach to the Private Sector, the original English version of the approach paper brief was recently translated into Spanish and French. The IEU also produced the first Lab Report for this evaluation.
The IEU recently held webinars to present key findings and emerging areas of recommendations from the Rapid Assessment of the Green Climate Fund's request for proposals modality. A recording is available here. Also, the evaluation approach paper can be found here. The final evaluation report will be submitted in time for B.29.
For the Independent Evaluation of the Effectiveness of the GCF's Investments in the LDCs, the IEU published the approach paper brief. For those of you who missed it, here is the recording of the LDCs evaluation webinar on the evaluation approach.
This paper builds a bridge between how climate interventions are conceived and implemented and the nascent field of behavioural science as a practical, low-cost but potentially rewarding route for increasing the effectiveness of climate interventions.

This paper is authored by a group of experts from the IEU and the Busara Center for Behavioral Economics.
On 4 May, the GCF Board adopted the Evaluation Policy for the GCF in the between Board Meeting decision B.BM-2021/07, which is a significant accomplishment for the GCF ecosystem as a whole. Following the Board decision B.24/15, the IEU has also jointly clarified and delineated roles and responsibilities together with the GCF Secretariat.

The most recent episode of The Evaluator features Dr. Jeannette Gurung, Founder and Executive Director of Women Organizing for Change in Agriculture and Natural Resource Management (WOCAN).

The last IEU Virtual Talk, held on 27 May, focused on the growing sustainable bond market.

The event featured Mr. Sean Kidney, CEO of Climate Bonds Initiative, and Dr. Jyotsna Puri (Jo), former IEU Head and current Director of the ECG division at IFAD. Mr. Kidney spoke about recent developments in the market for green, social and sustainable bonds, and discussed the potential this market holds in mobilising climate finance. Dr. Puri spoke about the potential danger of ‘impact washing’ in sustainable bonds and what can be done to prevent it.

"We would argue that we need to know what we know - synthesizing the evidence we've got in a far better way in the future. Secondly, we need to think about how we can use technologies for true measurement from the very beginning, starting with project design, we need to instill that understanding, and real-time learning needs to be built in the measurement systems. Lastly, we need to recognize behaviour change and understand the last mile problem in climate intervention implementation." - Andreas Reumann, IEU Head a.i.
On 25 May (9:30-11:30 EDT), IEU's Andreas Reumann spoke at the Transformational Change Learning Partnership (TCLP) Workshop titled "Transformational Change and Climate Finance: Moving from Emerging Concepts to Advanced Practices". The IEU is part of this partnership since 2018.
The IEU is expected and prepared to bring to the Board the following items for B.29:
