What’s New with the IEU

October was a busy month with the release of the new IEU microsite, the submission of our Independent Evaluation of the Relevance and Effectiveness of GCF's Investments in Small Island Developing States (SIDS) and our first side event at B.27.

IEU at B.27
The report of the Independent Evaluation of the Relevance and Effectiveness of GCF Investments in Small Island Developing States (SIDS) was produced in time for B.27 and submitted for Board circulation.

The Independent Evaluation of the GCF's Country Ownership Approach and the Independent Evaluation of the Green Climate Fund's Environmental and Social Safeguards and the Environmental and Social Management System were shared with the Board in B.24 and B.25 respectively. These evaluations are on the provisional agenda for B.27.

The IEU's 2021 work plan and budget were developed and sent to the Board after endorsement by the Budget Committee. In addition, the IEU also submitted its Activity Report to the Board. Both of these items will be considered by the Board at B.27.

The IEU and the German Institute for Development Evaluation (DEval) released the co-produced 'Evidence Gap and Intervention Heat Maps of Climate Change Adaptation'. It is a valuable resource for policymakers and researchers, as it highlights areas where high-quality evidence on adaptation is available and identifies evidence gaps where further research needs to be done. In our most recent episode, we interview Dr. Jyotsna Puri (Jo), the Head of the IEU, on the past, present and future of the IEU. Appointed by the GCF Board in 2017, she built the IEU from the ground up to a team of 28 members today. On October 30th, the Sanctuary Nature Foundation hosted this year's Sanctuary Global Debate featuring six speakers from the fields of economics, biodiversity, climate change and health. The IEU's Dr. Jyotsna Puri (Jo) served as a featured speaker at the event. The subject of the debate was over the proposition 'the economy is a wholly-owned subsidiary of the environment'.

Speaking against the motion, Dr. Jyotsna Puri (Jo) noted that  “Development has been directly in conflict with the environment. When we say the economy is a subsidiary of the environment, we imply the latter controls the former and that is simply not true. Money and profit motive rule our actions instead.” 
Our Learning-Oriented Real-Time Impact Assessment (LORTA) Design Workshop, an 8-week online learning programme, is still running strong! The LORTA Design Workshop is designed to support selected GCF-funded projects, accredited entities, project managers, and M&E teams to measure the impact of their projects. 

Participants are exposed to the different approaches to measuring impact, with a focus on experimental and quasi-experimental designs based on a theory of change.

The final session of the LORTA Design Workshop will take place on November 16th. 
On October 15, the IEU's Principal Evaluation Officer Andreas Reumann sat down with Arirang TV to discuss COVID-19 and the challenge of climate change. How can we better protect ourselves from illness while also saving the environment? How do we address the waste problem that accompanies the pandemic? Andreas shared his thoughts and recommendations on what we can improve. Watch the video here.
