NASCOE Legislative Committee Update

On Friday, the President signed the Senate and House passed Continuing Resolution (CR) to avoid a government shutdown. The stop gap measure will fund the government through December 16, 2022. This bill will allow both the U.S. House and Senate Appropriations Committees more time to hash out a broader deal for the rest of fiscal year 2023.
The final legislation did not include Senator Joe Manchin’s permitting proposal. With this controversial language removed, the bill passed both chambers with bipartisan support.
The following was included in the bill:
- $1 billion to bolster LIHEAP
- $12.35 billion dollars in emergency assistance for Ukraine
- $2.5 billion for recovery efforts following the Hermit’s Peak/Calf Canyon Fire in NM
- $2 billion in Community Development Block Grants to help address unmet recovery needs in communities experiencing major disasters in 2021 and 2022, such as Kentucky, Missouri, and Puerto Rico.
- $18.8 billion for the FEMA Disaster Relief Fund
- No additional funding to combat COVID-19 or Monkeypox.
The NASCOE Legislative Committee will continue to closely monitor both the House and Senate Appropriation Committees during the CR and provide periodic updates.
