The Clean Buildings for Washington Act (HB 1257 and SB 5293) is scheduled for vote in both the House Environment & Energy Committee and the Senate Environment, Energy, and Technology Committee this Thursday Feb 7.

Please take a minute today to reach out to your representatives and senator to let them know of your interest in progressive building policies.
C-PACER financing legislation has just been introduced in both the Washington State House and Senate. HB 1796 and SB 5730 would enable low-cost, long-term funding for energy efficiency, renewable energy, water conservation, fire protection, seismic, or flood readiness enhancements to new and existing commercial buildings.
This bill’s first hearing is scheduled for Feb 12 at 10am in the House Local Government Committee. More about C-PACER can be found in this policy brief and at Contact your legislators today to voice your support for Commercial PACER financing, particularly if your legislator is a member of the committee.

Thank you members of the Shift Zero PACER Task Force for your critical role in this effort!

Local Governments Can Move National Energy Codes Forward

New Buildings Institute and the Energy-Efficient Code Coalition are providing education and support for local jurisdictions that want to know more about the update to the 2021 IECC (International Energy Conservation Code). The IECC provides the starting point for updates to the Washington State Energy Code.

Learn more at a March 5 webinar: “Technical Proposals Putting the 2021 IECC on a Glide Path to Efficiency.” Attendees will learn about the proposals that would improve design and construction approaches, deliver energy savings, and put national codes on a glide path to efficiency, affordability and resiliency. This webinar will also review the process for how the 2021 IECC is updated and what jurisdictions and others can do to make their voices heard.

Shift Zero is needed to help get out the vote! Leverage your contacts in cities and counties to recruit their colleagues and register as a governmental member of the International Codes Council (ICC). The deadline is March 29, 2019 to join or renew an ICC membership to be eligible to vote. See the fact sheet for more info, or contact Amy Cortese,

Co-Chair Leadership Transition

A big thank you to Leah Missik, who has been an invaluable Shift Zero Co-Chair over the last year and recently stepped down after taking a new job with Climate Solutions.
