Thank you for all of your efforts supporting HB 1084, the Healthy Homes, Clean Buildings Act! We’re 8 weeks into the Washington legislative session and past several cutoff dates, so the number of bills in play has narrowed. While HB 1084 did not advance this session, groundwork was laid for pursuing a suite of ambitious building decarbonization policies in Washington, and the bill serves as a model for other states as well. Advocates and policymakers are already planning to continue stakeholder work and engagement on these issues looking towards the 2022 session. The Shift Zero State Policy Team will be tracking these efforts and sharing opportunities ahead.

Recent articles on HB 1084:  Here are a few bills of interest still in play. We encourage you to reach out to your legislators to express your support. 
  • HB 1280: This bill would require, when public agencies are designing major facilities, that they consider all-electric buildings as one of the design options.
  • SB 5141: The HEAL Act would define ‘environmental justice’ in state law and outline how agencies should consider community needs and environmental justice in their work. For more information, see Front & Centered’s toolkit
  • HB 1099: This bill would update the state’s Growth Management Act to include climate as an element. To learn more, check out Futurewise’s Washington Can’t Wait campaign
  • HB 1050: This bill would reduce and manage the use of hydrofluorocarbons (HFCs) and establish a preference in state procurement for recycled refrigerants.
The legislature will also be taking up the capital and operating budget in the next few weeks, and we will keep you updated on items of interest.
