On Monday, Governor Inslee announced his climate agenda for the upcoming legislative session, including several key policies to address buildings. Shift Zero members and allies have been actively engaging on the proposals and gearing up for advocacy. We will keep you updated throughout the session via the newsletter.

Snohomish County Council voted on December 15th to approve a C-PACER ordinance that will bring low-cost, long-term financing to support energy efficiency and resiliency projects in commercial and multi-family buildings of five stories or more. The Snohomish County ordinance authorizes staff to work on developing a program over the next year. C-PACER programs have also been authorized in Thurston, Whatcom, Clark, and King counties. King County announced this week that their C-PACER program is now open for applications.
Shoreline joins transition to clean electric new commercial buildings. On December 6th, Shoreline became the second city in Washington to adopt a stronger commercial energy code that requires heat pump space and water heating in most new commercial buildings. Read more from Climate Solutions.

Next up: Bellingham and King County. Bellingham’s City Council held a public hearing on December 13th to consider advanced commercial energy codes modeled after Seattle. Council will continue consideration early in 2022. King County is expected to introduce a commercial code update in committee in January 2022. 

Seattle Passes Water Heating Amendment. On December 13th, the Seattle City Council voted to expand heat pump water heating system requirements for all commercial new construction starting April 1, 2022. More info.
The State Building Code Council will consider a package of significant proposals that would increase efficiency and move buildings covered under the code away from fossil fuels and to heat pumps for space and water heating. Public comment period will start January, date TBA, and Shift Zero will keep you updated on when and how to comment. See advocacy overview for more info.
