The Washington state legislative session kicked off Monday, with plans to be mostly virtual. This session is a “long” session, ending in April. Priorities during session for members are expected to be COVID-19 relief, passing capital and operating budgets, addressing systemic racial inequities, and climate change. 

In December, Governor Inslee released his climate proposal, which included a proposal on decarbonizing buildings. Rep. Alex Ramel has introduced the Healthy Homes & Clean Buildings legislation, one of the strongest proposals in the nation with a comprehensive approach to getting gas out of our homes and buildings. Shift Zero will track its progress and provide advocacy alerts as session continues.

Zero Carbon Buildings Policy Toolkit
A newly updated Zero Carbon Buildings Policy Toolkit from Shift Zero has been published to help local governments lead the way on zero carbon buildings. Cities and counties in Washington are in a great position to hasten the development of healthy, climate-friendly homes and buildings with incentives such as land-use bonuses, permitting incentives, or reduced fees or tax breaks, and by showing these goals are serving a greater public purpose. This comprehensive update includes new case studies, resources and model policy language for cities and counties to draw from, as well as a new Policy Design Tool, a step-by-step process to help a local government determine policies and incentives tailored to the local context. New Tech Briefs and Case Studies 
Housing Development Consortium's Exemplary Buildings Program leads groundbreaking work transforming affordable housing in our region. Several Shift Zero members have led in this collaborative effort to create healthy, safe housing that is both affordable and ultra-efficient - while maximizing housing units produced. New tech briefs and case studies presenting the technologies and practices used by these projects are now available, highlighting heat pump water heaters, balanced ventilation and heat recovery.
