Shift Zero continues to track bills of interest on building decarbonization and environmental justice in the state legislature. Policymakers need to hear from advocates early and often! Advocacy opportunities this week include: 

HB 1280 is awaiting a vote on the House floor. Please reach out to your House representative with support. This bill would require, when public agencies are designing major facilities, that they consider all-electric buildings as one of the design options.

The HEAL Act, SB 5141, passed out of the Senate last week, and is scheduled for a hearing in the House Energy & Environment committee on March 12. This bill would define ‘environmental justice’ in state law and outline how agencies should consider community needs and environmental justice in their work. HB 1050 and HB 1099 passed the House and await hearings in their respective Senate committees. 
  • HB 1050: This bill would reduce and manage the use of hydrofluorocarbons (HFCs) and establish a preference in state procurement for recycled refrigerants.
  • HB 1099: This bill would update the state’s Growth Management Act to include climate as an element. To learn more, check out Futurewise’s Washington Can’t Wait campaign
The legislature will also be taking up the capital and operating budget in the next few weeks, and we will keep you updated on items of interest.
The Seattle City Council has proposed an amendment to the 2018 Seattle Energy Code, that would extend the heat pump water heater requirement to include all buildings covered under the commercial code, with exceptions for small systems. 

A stakeholder meeting will be held Friday, March 12, 1-2pm to suggest technical improvements to the draft language, and to advise the City Council on any cost or constructability implications. To attend, contact Duane Jonlin,

Commerce will be hosting two live Q&A sessions about the Clean Buildings Performance Standard and the Early Adopter Incentive Program March 9 & 23.
