Save the Date: Shift Zero Spring Meeting May 7


Twice a year Shift Zero members and allies come together in person. At the spring meeting, we’ll be taking stock following the legislative session and charting the course forward for the alliance. Please save the date!

LEGISLATIVE NEWS


Now until the end of session is when the Washington state legislature spends much of its remaining time on creating, editing, and passing the budgets that run state agencies and programs. We will keep you updated on the status of budget items that could affect the work that we all support to create a zero net carbon built environmental for all, including funding for public net zero construction, low-income retrofits, and important code innovation work.

Work also continues on important policy bills that Shift Zero is tracking:

Clean Buildings for Washington Act (HB 1257)
  • In case you missed it, Shift Zero members NW Energy Coalition and Northwest Energy Efficiency Council, in partnership with the BlueGreen Alliance, co-authored a Seattle Times Op-Ed in support of HB 1257.
  • This bill is available to be voted on by the full House. Reach out to your House representatives today and let them know in a few sentences of your support.

Other Bills of Interest
A number of bills related to climate are set to have committee votes today!
  • HFCs Bill (HB 1112): This bill would phase out hydrofluorocarbons. The bill is scheduled to have a vote in the Senate Environment, Energy & Technology committee today.
  • Appliance Standards (HB 1444): This bill would set energy and water use standards for many common home and commercial products. The bill is scheduled to have a vote in the Senate Environment, Energy & Technology committee today.
  • HEAL Act (SB 5489): The HEAL Act is up for a vote today in the House Committee on State Government and Tribal Relations. Tyrone Beason highlights the importance of this bill in the Seattle Times.   • Solar Fairness Act (SB 5223): This bill would update the way that net metering of solar use is handled between a customer and a utility. It is scheduled for a vote in the House Environment & Energy Committee today. For more information, check out Shift Zero member, Solar Washington.
  • Clean Energy (SB 5116): This bill would transition our electricity grid to 100% clean by 2045, with interim targets in 2030. The bill will be voted today in the House Finance committee. For more information on the bill, check out this factsheet from the Environmental Priorities Coalition.
  • Clean Fuel Standards (HB 1110): This bill would create a clean fuel standard, similar to Oregon, California, and British Columbia. It has been voted out of the House and is waiting for a hearing in the Senate Transportation Committee. To learn more or act, connect with Shift Zero member, Climate Solutions.

Mar 29 Deadline for Local Governments to Register for IECC Vote
Highlighted in the New York Times last week, local governments have the power to move national energy codes forward by voting on updates to the 2021 International Energy Conservation Code (IECC). Shift Zero member, New Buildings Institute (NBI) has been leading efforts to get out the vote - Mar 29 is the deadline for local government agencies to register.
