Ship Energy Efficiency
Management Plan (SEEMP)

IMO resolution MEPC.278(70) amended the MARPOL Annex VI on 1st March 2018 & introduced the new Regulation 22A, which includes a requirement for ships to record & report fuel oil consumption data.

 Fuel oil is defined by Annex VI as any fuel delivered to and intended for combustion purposes for propulsion or operation on board ships, including gas, distillate & residual fuels.

SEEMP PART II
The IMO DCS (Data Collection System) requirements are similar to, but not the same as, the EU’s MRV requirements.

The amended MARPOL Annex VI requires the following:
  • A new ship energy efficiency management plan (SEEMP) Part II, approved by the RO or Flag.
  • Data (e.g. fuel consumption, distance travelled, hours underway) to be collected on a calendar year basis.
  • Data from previous calendar year to be reported to the Flag/RO during the first 3 months of the following year.
  • Data from previous calendar year to be verified by the Flag/RO during the first 5 months of the following year & then issue a "Statement of Compliance – Fuel Oil Consumption Reporting".

These new requirements apply to ships of 5,000gt & above.
Key dates are the following:

  1. By 31/12/2018, the ship’s SEEMP shall be updated to include a description of the methodology implemented to collect data & processes followed in order to report data to the Flag/RO (i.e. SEEMP Part II).
  2. From January 2019 onward, each ship shall collect fuel oil consumption data for that year, according to the methodology refereed in the SEEMP Part II.
  3. In the first 5 months of 2020, data is to be reported (for the first time) to the Flag/RO, which will subsequently verify data provided & will issue a: "Statement of Compliance – Fuel Oil Consumption Reporting".
