July 2020 - New financial year update

New Zealand is now at Covid-19 alert level 1 and finds itself in a unique and enviable position compared to the rest of the world. Although we are not out of the woods yet, as a nation we should be proud of the efforts and sacrifices we have all made as we adjust to our new normal for the time being.


🏠 Building consent fees 

It is the start of a new financial year for Rotorua Lakes Council. Council has not increased building consent fees for the 2020-2021 year, however the fee structure has been amended in preparation for an online solution in 2021.
While the lodgement deposits may look different to the previous year, these have been set to align with each other and are based on the same hourly rate allocated to either processing or inspection. The outcome in the end will be finalised on time taken and estimated inspection time as per the normal process.

📃 MBIE & BRANZ levies

As part of the building law reforms being introduced by the Ministry of Business, Innovation and Employment, levies on building consents reduce from $2.01 down to $1.75 from today. The new MBIE levies will be applied to building consents granted from the 1st July onward. The BRANZ levy will remain at $1.00.


🔨 Future building law reforms 

Rotorua lakes council has had a number of enquiries related to new exemptions that may be released in the near future. Some notable future exemptions include low risk small buildings and outbuildings like garages, carports and sleepouts.
It is important to understand that these exemptions are not yet enacted and a building consent is still required. Until the Building Act and Schedule 1 have been amended and we receive the necessary guidance from MBIE, council is unable to provide further information on these changes.

🛎️ Vetting appointments

With the introduction of electronic building consent lodgement, councils duty builder timetable has changed. In person appointments can be made on Tuesdays and Thursdays for enquiries and vettings for paper based building consents. Council continues to accept electronic lodgment and phone enquiries Monday to Friday from 8am to 4:30pm.
