Mandatory Organics Recycling Law


If “food waste” was a country, it would rank third behind China and the United States in greenhouse gas production! 

Californians throw away nearly 6 million tons of food waste each year representing about 18% of all the material that goes to landfills. In order for California to reach its goal of 75 percent recycling, composting or source reduction of solid waste by 2020, food waste must be addressed. Everyone has a role in this reduction. Rather than throwing away excess food, we must find ways to thoughtfully manage it, such as donating extra food to soup kitchens, food banks, or shelters, and composting for soil restoration. EPA ranks food donations to feed hungry people as a top priority to help reduce wasted food in their Food Recovery Hierarchy.

Food Waste Management
If your business produces extra food, consider donating it to food banks or composting it:

  • The California Association of Food Banks, which is made up of 43 food banks, is one of the leading organizations in California.
  • Major programs include Farm to Family which works with growers and packers to provide fresh produce to banks.
  • If you have space in your office or business, consider the Guide to Workplace Composting, developed by the US Composting Council to provide information on workplace composting programs that support sustainability, waste reduction, and zero waste initiatives.
  • CalRecycle: Tips to Green Your Business. Don’t throw profits out with the trash! Save money and reduce greenhouse gas emissions with help from CalRecycle.


Mandatory Commercial Organics Recycling
CalRecycle's mandatory organic recycling is the next step toward achieving California’s aggressive recycling and greenhouse gas (GHG) emission goals. In 2014, California law required local jurisdictions to implement an organic waste recycling program to divert organics generated by businesses. Organic waste (or organics) includes food waste, green waste, landscape and pruning waste, non-hazardous wood waste, and food-soiled paper waste. This law phases organics recycling over time based on the amount and type of waste the business produces on a weekly basis, with full implementation realized in 2019 and reassessment in by 2020.
 
The latest phase of this law requires businesses over a weekly 4 cubic yard waste threshold to arrange organics waste recycling services with their local jurisdictions.
